Summary	0005793: Database upgrade wizard cannot upgrade pre-3.0 server databases
Description	When upgrading an existing CaseTalk Server database with the database setup/upgrade wizard, databases older than version 3.0 are not upgraded: the wizard reports no applicable upgrade steps and the upgrade path comes back empty, even though the required upgrade scripts are present. Databases already at version 3.x upgrade correctly. As a result, a database on an older version (2.x or earlier) cannot be brought up to the current version through the tool and must be upgraded by hand.

Previously such databases were reported as having no applicable upgrade steps; they now upgrade to the current version like any other.
