Summary0005823: Population editor discards all edits when OK is pressed while a row is incomplete
Description

When editing the population of a fact type, every row must have a value for each label. If a row is left with an empty value - typically the last row just added - and you press OK, the editor warns that all labels must have values but then closes anyway, and ALL changes made during that editing session are lost, not just the incomplete row.

Pressing OK while something is wrong should keep the dialog open so the mistake can be corrected without losing the rest of the work.

Fixed for 15.0. Pressing OK in the population editor no longer closes the dialog when a row is not filled in completely (or duplicates another row). The editor now points out the offending row, places the cursor on the first missing value, and keeps the dialog open so the mistake can be corrected - all other changes made in that editing session are kept. OK only closes the dialog once the population can actually be stored.
