Summary	0002141: Consider static population and (not) adding tuples
Description	Some OTFT's are marked with a static population flag. This means the OTFT's population is not allowed to change. This should be considered when merging in new information. Therefor the merging should be able to take into account the existing population, the potentially added tuples while merging, etc.
