Summary0005304: Installing server without database blocks startup
Description

Starting CaseTalk while there is no proper configuration for the server database, prevents proper starting.

Steps To Reproduce

The connection dialog waits a long time, then appears behind the main form. The only way to work around this is to delete casetalkmanager.ini

Fixed: startup no longer blocks when server is offline. Added FStartupConnect flag with 5s timeout, suppressed modal dialogs during startup connect in ManagerDbDmdUnit.pas.
