Description

The expression file header may end up as comment in the OTFT while qualifying the first expression.

Steps To Reproduce

The comment above the [FactTypeName] is used as comment for the Fact Type. If the comment does not have an empty line to seperate the comment from the []-section, it is all considered part of the comments for this Fact Type.
