Summary0002141: Consider static population and (not) adding tuples
DescriptionSome OTFT's are marked with a static population flag. This means the OTFT's population is not allowed to change. This should be considered when merging in new information.

Therefor the merging should be able to take into account the existing population, the potentially added tuples while merging, etc.

A new options is available on how to handle tuples while merging:
- If the target OTFT has no tuples, the merging adds tuples by default
- If the target OTFT has tuples, the merging skips tuples by default
- If the target OTFT has static population, the tuples are not merged
