Description

The SKOS prefLabel does not require a language tag is everything is tag-less. However, once a single prefLabel with a language tag is generated, all prefLabels should have a specifier.

Some translated elements are provided with a 'xml:lang' specifier, but that requires the non-translated ones to also have a language tag according to the model locale.
