Summary0005103: Allow opening and downgrading future files
Description

When working with multiple CaseTalk versions, being able to open and downgrade a 'future' file is helpful. Currently CaseTalk refuses to open these files, but perhaps it should try, and when successful save it as a 'current' version.

The Tools\Preferences\Storage has a setting to downgrade newer files.
